REQUEST FOR PROCUREMENT (RFP) FOR FULL ROOF REPLACEMENT

1. INTRODUCTION

Buffalo Urban League, Inc. is seeking sealed bids from qualified contractors to perform a full roof tear-off and ceiling repair on the first floor at 15 Genesee Street, Buffalo, New York 14203. The selected contractor must comply with all applicable federal, state, and local laws, including New York State procurement, labor, and safety regulations, OSHA Safety Standards, and the New York State Building and Energy Code.

2. SCOPE OF WORK

The project includes, but is not limited to, the following:

- Tarp ground and building as needed.

- Protect landscaping and any adjacent plants as best as possible.

- Remove existing material down to the deck.

- Inspect and repair roof deck material as necessary

- Re-nail any loose wood.

- Install new pipe flashings.

- Clean up all job-related debris

- Provide workmanship warranty

- Crews must be fully licensed and insured.

- Crews will maintain safety requirements at all times during the construction process

- Safe disposal of all debris in accordance with New York State Environmental Conservation Law.

3. CONTRACTOR QUALIFICATIONS

To be eligible, bidders must:

  • Be licensed and insured to perform roofing work in New York State.

  • Demonstrate at least five (5) years of experience with similar roofing projects.

  • Provide three (3) references for similar projects.

  • Provide a certificate of insurance meeting the following minimum coverage:

     o General Liability: $1,000,000

     o Workers' Compensation: $1,000,000

     o Professional Liability: $1,000,000

4. RESERVATION OF RIGHTS

  Buffalo Urban League, Inc. reserves the right to:

  • Reject any or all bids.

  • Waive informalities or irregularities.

  • Cancel or modify this solicitation.

  • Award the contract in the best interest of the organization.

5. PROCUREMENT METHOD & BID SUBMISSION

  • This procurement will follow a sealed bid process in compliance with New York State law.

  • Bids must be submitted in a sealed envelope, clearly labeled

    "Sealed Bid – Full Roof Replacement RFP #15GENROOF2025, to: Buffalo Urban League, Inc.

  • Bids must be received no later than 03/11/2025 by 4:00 PM EST. Late submissions will not be considered.

6. SITE VISITS

  • Site visits may be arranged through the RFP contacts listed in section nine (9) during business hours.

7. EVALUATION & SELECTION CRITERIA

Sealed bids will be opened on 03/13/2025 by 10:00 AM EST at 15 Genesee Street, Buffalo, New York 14203. The contract will be awarded to the contractor who meets the organization's best interests and scope requirements. Evaluation criteria include:

  • Cost Proposal (60%)

  • Compliance with scope requirements (20%)

  • Experience and qualifications (10%)

  • MWBE participation plan (10%)

8. CONTRACT

The selected contractor will be required to enter into a formal contract with the Buffalo Urban League
